The catch is that this category is priced for enterprise, and the gap between what a mid-sized company needs and what these platforms sell is wide.

Leena AI

Leena is HR-led where Moveworks is service-desk-led, which matters for who owns the rollout. Strong HRIS integrations, good policy handling, and an onboarding experience built around employee lifecycle rather than tickets. Same enterprise pricing shape.

Espressive

Espressive’s Barista handles employee questions across departments with a strong natural language layer. Another enterprise option, another quote. The three above are genuinely similar in shape, and the choice between them usually comes down to which integrates best with what you already run.

Freshservice

Freshservice is IT service management with an employee portal, and plenty of companies run HR requests through it because it’s already there. Around $19 per agent per month, which makes it the most affordable option here with real workflow behind it.

It’s IT-shaped. HR-specific flows need building, and the interface assumes tickets rather than conversations. Workable, not purpose-built.

ServiceNow HR Service Delivery

If you already run ServiceNow, HRSD is the obvious extension and the compliance and workflow story is handled. If you don’t, adopting ServiceNow for HR chat alone is not a decision anyone makes twice.

Chatbase

Upload your handbook and policy documents and employees can ask questions against them for around $40 a month. No HRIS connection, no ticketing, no case management. As a searchable policy layer it’s cheap and effective, and for a company under 100 people it may be all you need.

What to fix before buying anything

Most HR question volume is a documentation problem wearing a technology costume. If people repeatedly ask how to book leave, the booking process is unclear or the document explaining it is unfindable. A bot papers over that at a monthly cost, forever.

Spend a week logging what people actually ask. If the top five questions are all answered in documents nobody can find, fix findability first and you’ll cut volume before spending anything. Then automate what remains, which will be a smaller and better-defined problem.

The second thing worth checking is where employees actually ask. If your company lives in Slack, a bot on an intranet portal will go unused regardless of how good it is. Meet people where they already type.
